Legislative News

Caroline Center would like donors to know that recent Congressional legislation has extended the IRA Charitable Rollover provision. The extension provides for the following:

  • • Retroactive reinstatement of the 2012 Charitable Rollover provision for eligible distributions made after 11/30/12.

  • •An allowance for otherwise eligible gifts made after 12/31/12 and before 2/1/13 to be treated as a 2012 donation.

  • •An extension of the Charitable Rollover provision through 12/31/13.

Guidelines for the extension of the IRA Charitable Rollover provision require that the donor must be at least 70 years and 6 months of age. Donors may distribute up to $100,000, and distributions must be made directly from the IRA trustee/administrator to the qualifying public charity (donors cannot receive the distribution prior to giving to a charity.) While no charitable deduction is allowed,  the distribution will be excluded from the donor’s income.
